We have issues with our patron/chairperson very unsupporting towards our ns... no interest on the upkeep either inside or outside....everything is a fight to get.....any info would be grateful.....

It is effectively impossible to take control from a Patron, given that they legally own the school itself. The first step would be to make sure the parents rep on the Board of Management is actively bringing up issues at that level.

When you speak of ´patron/chairperson´, they are not necessarily the same person. The patron could be the Bishop (in the case of RC schools), for example, whereas the Chairperson is often a member of the local community, normally nominated by the Bishop.
You are obviously a member of the Parents´ Association but what about the principal? Is the principal anxious to get things done but being prevented from doing so through lack of support? Are the chairperson and principal in their positions for a very long time, perhaps and losing their enthusiasm? Is money very tight?
As a Parents´ Association, you could begin by writing a constructive letter to the Board of Management, with suggestions of things that could be done to improve the school. Keep it constructive and positive and don´t start hurling arrows. Alternatively, you could give the letter to the Parent Representatives on the Board, who could read the letter for the Board and have the matter discussed. As a very last resort, you could always write to the patron to express your concerns about lack of improvements taking place in the school. I would proceed with caution about making any allegations against any individual/s in particular.
At the end of the day, the patron and the Board of Management make the major decisions on school improvements, although at the end of the day, it´s up to the principal to run the school on a day to day basis. The P.A. should also liaise with the principal and see what support they could offer to make a number of minor improvements which together could make a significant improvement overall.
As for dissolution of a Board, that is unlikely. The best bet is to wait for the formulation of the new Boards which will be in Autumn 2011.
