Repeat year in primary school

My son in asd unit in a Primary school, he is now doing 8th year. Why we can´t get a repeat extra year for him and have to leave school? He will be 12 years old just in April. He started school when he was 4,5 years old.
What are the rules and why any child in mainstream has right for repeat year if he is delayed and started school early but my son in asd unit has no such a right?
